Fort Worth Independent School District Third Party Reviews – Fort Worth, Texas

In November 2007, voters in the Fort Worth Independent School District approved a $593.6 million Bond Referendum, including $551.9 million to be used for construction of new schools, additions, and renovations to existing schools and athletic facilities.

Elements of Architecture serves as the Architect on a team comprised of Mechanical, Electrical, Plumbing and Civil Engineers to review all district-wide design work for alliance with scope and needs and constructability.
Working under the Program Manager for the Fort Worth ISD, this IDIQ consisted of third party reviews at 50% and 95% phases of Construction Document submittals for renovation, addition and new facility construction projects on all schools throughout the district for the $552 million 2007 bond package. The projects in the Capital Improvement Program involved numerous varied scopes of work with varied Architects and Engineering teams. Budgets on the individual projects range from $100,000 to over $25,000,000 and square footages range from 2,500 to 35,000. Elements completed 3rd Party Reviews of 88 schools within the period of 2009 through 2011.

Each review phase consisted of conformance to the FWISD’s Scope-to-Budget, individual document/ discipline level of completeness and constructability, conformance with the FWISD Technical Design Standards for each design discipline’s Construction Documents, as well as conformance with applicable building codes and ordinances. A more accurate set of documents allows FWISD better accuracy to minimize construction costs, avoid time delays from excessive RFI’s, and minimizes change orders based on a minimum of errors and omissions of the CDs. The review team consisted of Architectural, Civil, and MEP engineers. Elements role included building code, life safety, accessibility, general energy code compliance, and overall project coordination between disciplines.
